We re-banded adoption after PyPI changed how it counts downloads

Adoption Re-banding

On 24 August PyPI stopped counting metadata requests as downloads, so download counts for Python packages dropped for good. We use those counts to place products in adoption tiers, so we re-banded every product on the corrected numbers. 54 products moved, 42 down and 12 up. Fine-tuning code and storage and retrieval each dropped from stage 4 to stage 3.

We also added data hubs and catalogs as a new category, with 15 products. We’ve now scored 1,118 products, out of 62,917 we track.
