OpenCV is Apache-2.0 and the library builds from its public repository, with extra modules in the equally public opencv_contrib. The only algorithms missing from the PyPI wheels are patented ones such as SURF, left out because they cannot be redistributed, not held back for a paid tier.

Charity listing: "The Open Source Vision Foundation, which maintains the OpenCV library, is a non-profit organization dedicated to advancing the beneficial uses of computer vision in society."

opencv-python README: "The repository contains only OpenCV-Python package build scripts, but not OpenCV itself." and "Non-free algorithms such as SURF are not included in these packages because they are patented / non-free".

Capability
1 medium confidenceOpenCV supplies the building blocks of computer vision - filtering, geometry, features, video and a fast engine for running networks trained in other frameworks - rather than training a predictor itself. Its classical learners now sit in the separate contrib repository, so the main library fits no model of its own.
- https://cdn.jsdelivr.net/gh/opencv/opencv_contrib@5.x/modules/ml/include/opencv2/ml.hpp recorded 2026-09-27
opencv_contrib 5.x ml.hpp declares the learners NormalBayesClassifier, KNearest, SVM, EM, DTrees, RTrees, Boost, ANN_MLP, LogisticRegression and SVMSGD.

Tree at HEAD: modules calib, core, dnn, features, flann, geometry, highgui, imgcodecs, imgproc, objdetect, photo, stereo, stitching, video, videoio and others; modules/ml holds only four perf files, and modules/dnn has ONNX, TensorFlow and TFLite importers.
