The Le Chat product and service is proprietary SaaS, distinct from Mistral's open-weight models, which are scored separately. Mistral's EU consumer terms, which govern this product, read "As between you and Mistral AI, we own all right, title, and interest in and to the Mistral AI Products" and grant only "a non-exclusive right to access and use", with no source and no self-host offer on the product page. Note that Mistral's help centre now says "Le Chat has become Vibe" and that the same URL and login land in Vibe with existing conversations, so the hosted surface has been renamed. The Vibe Code CLI ships separately as mistralai/mistral-vibe under Apache-2.0, so one component of the same product family is genuinely open, even though the hosted surface scored here is not.

What is actually banded is download volume: no active-user figure for Le Chat exists from Mistral or anyone else, and the mistral.ai visit count is site traffic, so the level is an inference from install volume, carried under an active-user label only because that is the instrument available for a consumer surface.
