The Fair Core License is a delayed-open, fair-code model, so the current core is source-available rather than open source: it converts to Apache-2.0 two years after each release, and competing or hosted commercial use is restricted until then. A direct read of the repo confirms the source is public - Hexastack/Hexabot publishes the whole runtime as a pnpm/turbo TypeScript monorepo (packages/api, frontend, widget, agentic, graph, cli) with Docker compose files, 55MB in all, and GitHub reports the language as TypeScript. Source that is published but restricted against competing use scores as source-available whatever the internal arrangement of the core. The pricing page does add a license-key mechanism worth recording: Community is free and self-hosted with no key, while the $19, $59 and $149 plans raise user, workflow and activation quotas through license-key activations, and LICENSE.md forbids circumventing that key. That is a capacity cap rather than a withheld feature.
